  17. <p>    Tired of the rat race? Now comes a chance to revitalize
  18. yourself and a rural community at the same time. Residents of
  19. Minnesota's Koochiching County, whose biggest town is
  20. International Falls (pop. 10,000), are trying to boost their
  21. sagging population by giving away up to 40 acres to each brave
  22. soul who takes up residence there. To qualify, applicants must
  23. be financially self-sufficient and bring a business or a useful
  24. skill with them. The county has received 27 applications, four
  25. of which have been accepted.

  27. <p>    But tenderfoots should beware. Koochiching features howling
  28. wolves, garbage-scavenging bears, voracious mosquitoes and
  29. subzero winter temperatures. "We're not giving away much," says
  30. program backer Lee Hervey. "You're earning it."
